The meeting was presided over by Dongfeng Gao, Secretary General of the National Technical Committee 415 on Basic and Management Standardization for Product Recycling and Utilization (TC415). Secretary General Dongfeng Gao announced the establishment of the standard drafting group, specifying that the China Association of Resources Recycling, the China National Institute of Standardization and other units would jointly take the lead in drafting. He emphasized that the standardization of recycled plastics is not only an important part of implementing the country's "dual carbon" strategy, but also the key to promoting the governance of plastic pollution. He pointed out that currently, the recycled plastics industry in China is facing core issues such as the lack of source supervision, unclear traceability tools, uneven product quality, and difficulties in carbon footprint accounting. There is an urgent need to regulate the industrial development through a series of national standards. The formulation of the standard will fully incorporate the opinions of all parties to ensure its practicality and operability, providing strong support for the healthy development of the recycled plastics industry.
Yonggang Wang, Secretary General of the Recycled Plastics Branch of the China Association of Resources Recycling, delivered a report titled "Traceability Standard for Recycled Plastic Materials". He pointed out that with the growing global emphasis on environmental protection and sustainable development, the national standard for "Requirements of Production and Sales Management System of Recycled Plastics" is not only based on the fact that China is a major producer of recycled plastics, but also an urgent requirement to respond to the mandatory regulations on recycled materials introduced by countries such as Europe and the United States. China's recycled plastics standards need to be brought in line with international standards in aspects such as the traceability mechanism, the identification of recycled components, and the accounting of carbon emissions. China should accelerate the establishment of a standard system that is in line with its national conditions and has international competitiveness.
Yan Chen, Deputy Secretary General of the Branch, provided a detailed introduction to the compilation background and core content of the "Requirements of Production and Sales Management System of Recycled Plastics".

Representatives from various units closely focused on their own business practices, actively put forward their insights and suggestions, and contributed a great deal of valuable reference opinions for the formulation of the standard.
