Deputy Changyou Zhou said that improving the recycling and utilization level of waste plastics can not only enhance the comprehensive utilization rate of resources and achieve the high-value reuse of waste plastics, but also reduce the dependence on new fossil raw materials and avoid carbon emissions generated by incineration, which is of great significance for achieving the "dual carbon" goals.

Based on long-term and in-depth research, Deputy Changyou Zhou put forward a series of targeted suggestions: "First of all, it is necessary to further improve relevant laws and regulations and optimize the planning and layout of the industry." Deputy Changyou Zhou said that the planning and site selection of circular economy industrial parks should be strengthened, and it is recommended to formulate the "Law on Promoting the Plastic Circular Economy" to clarify the responsible entities in all links of plastic production, use, recycling, and reuse. At the same time, adjust the circular economy industry into a franchised business industry, and compulsorily implement the "Extended Producer Responsibility System", requiring enterprises to be responsible for the entire life cycle of plastic products.
In terms of financial support, Deputy Changyou Zhou suggested increasing the subsidy intensity of funds from the central budget and ultra-long-term treasury bonds to waste plastic production enterprises. Through financial tools such as investment from the central budget and ultra-long-term special treasury bonds, key support should be given to the technological transformation and equipment upgrading of waste plastic recycling enterprises.
In addition, Deputy Changyou Zhou also paid special attention to the employment difficulties in the waste plastic recycling industry. He suggested that the human resources and social security department should introduce a flexible employment subsidy policy as soon as possible, and actively encourage the inclusion of waste plastic recyclers in the scope of subsidy for public welfare positions under the policy. This measure will help solve the employment difficulties in the industry, thereby improving the recycling efficiency and stimulating the vitality of the industry. In terms of revitalizing social capital, he proposed that relevant departments such as the Ministry of Industry and Information Technology and the Ministry of Finance explore and implement reward and subsidy policies and tax incentives for resource recycling enterprises on a larger scale, so as to attract more social capital to invest in the green industry of waste plastic recycling and utilization.
