It is reported that China Baowu scrap steel resource recycling business or integrated into the newly formed central enterprises.

China Securities Journal reported on September 12 that China Resources Recycling Group is preparing to set up, and China Baowu's scrap steel resource recycling business is expected to be integrated into the new central enterprises to provide physical support for the subsequent promotion of recycling. On September 13, A-share steel stocks broke out, Bensteel Plate and Zhongnan Shares both rose by the daily limit, Ling Steel shares, Masteel shares, three steel Minguang, Anyang Iron and Steel, Citic Special Steel and so on.

According to previous reports, the group is composed of multiple partners, Including Tianjin Municipal People's Government, State-owned Assets Supervision and Administration Commission of the State Council (SASAC), ‌ China Petroleum & Chemical Corporation Limited, China Baowu Iron & Steel Group Co., LTD., Aluminum Corporation of China Limited, ‌ China Minmetals Corp., China Building Materials Group Co., LTD., China Resources (Group) Co., LTD., etc. Each party will contribute 3 billion yuan. It is planned to set up new central enterprises with a capital of 30 billion yuan.

Among them, Sinopec is responsible for the recycling of waste plastics, China Resources Group is responsible for the recycling of waste textiles, and China Baowu will integrate its scrap resource recycling business or the whole into the new group to provide rich scrap resources and technical support.

According to reports, in recent years, the National Development and Reform Commission has earnestly fulfilled the responsibilities of the competent department of circular economy, continued to promote recycling and recycling actions in conjunction with relevant departments, and achieved good results in the following three aspects:

First, the recycling network of waste materials has been continuously improved. In response to problems such as inadequate recycling channels, we will work with relevant departments to further promote the "integration of the two networks" of garbage sorting outlets and waste materials recycling outlets to improve the classification accuracy of recyclables. Up to now, the country has built about 150,000 recycling outlets, and about 1,800 large-scale sorting centers of all kinds, effectively solving the problem of insufficient and imperfect recycling outlets in the past.

Second, the processing and utilization of renewable resources have been strengthened. In response to the low quality of recycling of waste resources, we will carry out the construction of national "urban mineral" demonstration bases, 60 key cities for recycling of waste materials, and 100 demonstration projects for comprehensive utilization of bulk solid waste, and guide the processing and utilization of renewable resources to further cluster and scale development. Up to now, the comprehensive utilization rate of bulk solid waste in the country has reached 59%, and the use of 10 major renewable resources such as scrap steel and waste non-ferrous metals has increased significantly every year, and the annual use of scrap steel has reached 260 million tons.

Third, recycling systems and mechanisms continue to improve. In view of the difficulties of enterprises in deducting tax cuts, we will continue to promote the "reverse billing" of resource recycling enterprises to the sellers of scrap products, so as to reduce the operating costs of recycling enterprises. In response to the land problems that have plagued the industry for many years, guide all localities to incorporate waste recycling facilities into city and county territorial space planning, provide land support for recycling and recycling, in-depth implementation of comprehensive utilization standards such as decommissioned power batteries in response to environmental pollution from irregular small workshops, vigorously unblock reporting channels, and strengthen environmental supervision and law enforcement. Resolutely crack down on environmental violations such as "workshop recycling and dismantling".

Chenxin Zhao said that in the next step, the National Development and Reform Commission will work with relevant parties to do a good job of recycling this big article, accelerate the construction of a waste recycling system covering all fields and all links, continue to smooth the resource recycling chain, and promote the realization of "it is easier to go to the old and more convenient to replace the new."

First, accelerate the development of the "new + recycling" logistics system and new models, and further improve the recycling network of waste products and equipment.

The second is to strengthen the extension of producer responsibility, support enterprises to build a reverse logistics system for recycling waste products, and promote the efficient use of retired wind power photovoltaic, power batteries, etc. At the same time, support the establishment of China Resources Recycling Group, and promote the establishment of a national, functional resource recycling platform.

The third is to optimize the registration management of used car transactions, improve the import standards and policies of related resources, and build a larger system of international recycling.
